Founder
Dr. Keisha Scarlett builds the systems that reveal talent.
Rubescent exists to help leaders redesign the infrastructure that shapes trust, opportunity, advancement, and retention.
My work sits at the intersection of strategy, systems, and institutional transformation. I help leaders move beyond talent rhetoric into structural change that people can actually feel.

The throughline
I build the conditions for people and institutions to move together.
For more than 25 years, I have led public-sector organizations through institutional transformation as a strategic HR executive, superintendent, chief executive, and systems leader. I learned to look for the infrastructure beneath the visible problem: the pathways people cannot see, the signals leaders misread, and the relationships that determine who gets to move.
That practice led me to develop VIVID™, a proprietary framework for talent infrastructure and development. I am formalizing the framework through scholarly manuscript development while continuing to apply its questions in real institutions. Rubescent is the practice that brings this point of view into partnership with public agencies, school districts, civic organizations, and mission-driven nonprofits.
Founder / In the work
The work is designed for movement.
I bring a systems lens to the people in front of me, making room for the relationships, pathways, and institutional conditions that let their capability become visible.
That is the founder-led practice behind Rubescent: precise about the system, attentive to the person, and built for change that can hold.
